TWO (2) STAGE BIDDING

Magandang umaga po sa mga Mods...

My query is regarding the two (2) Stage Bidding process I have already sent to emails using the email adds at the site's Contact Us window, but until now I havent got any reply...So I have decided to rather post my query here, I hope I will get answer this time...

Here's the content of the two (2) emails I have sent to GPPB...

We would like to seek clarification on the intention of the Two (2)-Stage Bidding Procedure Section 30.3 of the Revised Implementing Rules & Regulations of RA 9184, more particularly on the statement that

"Once the final revised technical specifications are completed and duly approved by the concerned BAC, copies of the same shall be issued to ALL THE BIDDERS IDENTIFIED (emphasis supplied) in the first stage who shall then be required to submit their revised technical tenders, including their price proposals in two (2) separate sealed envelopes in accordance with this IRR, at a specified deadline, after which time no more bids shall be received.

Our query sir, is, what is the intention of the phrase ALL THE BIDDERS IDENTIFIED? Does it mean only the eligible bidders mentioned in the first stage? Or all those who submitted their eligibility requirements and initial technical proposals in the first stage?

My answer to your question is: ONLY THOSE ELIGIBLE BIDDERS DETERMINED DURING THE FIRST STAGE

What is the basis of this answer? It is that provision of Section 30.3 of the IRR prior to the above-quoted provision, to wit:

"...Under this procedure, prospective bidders shall be requested at the first stage to submit their respective eligibility requirements, if needed, and initial technical proposals only (no price tenders). The concerned BAC shall then evaluate the technical merits of the proposals received from eligible bidders vis-a-vis the required performance standards. A meeting/discussion shall then be held by the BAC with those eligible bidders whose technical tenders meet the minimum required standards stipulated in the Bidding Documents for purposes of drawing up the final revised technical specifications/requirements of the contract..."

So, during the First stage, the bidders will submit eligibility requirements. Why the phrase "if needed" after eligibility requirements? It is because, for some bidders, their eligibility requirements may already be on file with the procuring entity and these eligibility documents are being maintained current, therefore, they are no longer needed to be resubmitted. Part also of the First Stage process is evaluating the technical merits of proposals from eligible bidders, and meeting/discussion with eligible bidders whose technical proposals meet the minimum technical criteria.

Those eligible bidders, who have gone through the First Stage, will only be ones invited during the Second Stage of the process which involves the submission of revised technical tenders and price proposals/bids. They will no longer go through the eligibility process as it has already been completed during the First Stage.
