Procurement of Books

good morning...

may i ask lang po on how to deal with purchase request of books? the end-user has identified already kung saang publisher bibilhin ung mga books, so ang naging format ng PR nya eh by lot..like lot 1 sa isang publisher and then lot 2 sa isa ulit publisher..

hindi po ba magreresort sa splitting if we use direct contracting? or can we post the project the PhilGEPS using line items?

what kind of book po ba ang bibilhin nyo para mag direct contracting po kayo? But first, just in case you will not resort to direct contracting, you need to send at least 3 request for quotations.

If you are sure there are no other suppliers for this kind of books you are procuring then, you may proceed with one quotation and send it and comply with the rest of the requirements on direct contracting. Di na splitting yun kasi you will ensure naman that each type/kind of books are coming from a sole supplier only.

mga reference books po..so kahit 4 bookstores ung identified nung end-user, ok lang po na i-direct contract sa bawat isang bookstore?

To bid or not to bid? That is the question.

I already have answered this question a many times but still the question never died in the hearts and minds of the skeptics.

Primary contention: “Why do we have to bid items (text books) that can be directly contracted?”

My answer is a question: ”Why can’t we bid those items?”

apat na bookstore na po pala eh.... ibig sabihin maraming suppliers yan. di po pwedeng direct contracting yan kasi maraming sources. Plain and simple pong shopping or small value procurement po ang mode of procurement especially if the total cost will not exceed the threshhold for shopping or small value procurement as per Section 52.1 and Annex H. Let you procurement officer send out RFQ to at least 3 bona fide suppliers.

Gud day,!we just want to ask for some advice if we can use sole distributorship in the purchase of encyclopedia (Britanica) & dictionaries to be used by different schools funded by PDAF? Question

You can only use direct contracting or single source procurement if the items to be procured have no sub dealers. In the case of books, although the title is specific there are also sub dealers, so if the ABC is more than the allowable threshold then you must have to use public bidding as your mode of procurement.

it will be up for public bidding po but then the end-user prepared the PR by lots..like 1 lot eh titles of books from one bookstore then another lot eh titles of books from another bookstore..pwede po ba un?

No problem, for as long as no requirement for public bidding is circumvented, and all end up to be under public bidding. Smile
