Procurement of Consulting Services

How is small value procurement of consulting services amounting to 20K evaluated?

The procedural guidelines states the Request for Quotation (RFQ), indicating the specification, quantity, Approved Budget for Contract, and other terms and conditions of the item to be procured, shall be prepared and sent to at least three (3) xxx, xxx, xx consultants of known qualifications. After the deadline for submission of price quotations, an Abstract of Quotations shall be prepared setting forth the names of those who responded to the RFQ, their corresponding x x x highest rated offer submitted and awarded to the consultant who has highest rated offer and which complies with the specifications and other terms and conditions stated in the RFQ.

With only specification, quantity, ABC and other terms and conditions of the item to be procured stated on the RFQ, how is evaluation on their response done to determined the highest rated offer?

Considering that it is consulting services, you need to rate the consultant, in terms of qualifications (curriculum vitae) and technical proposal (if you use quality-based evaluation), or including the financial proposal (if you use quality-cost based evaluation).

Does it mean, in the Request for Quotation, we will also require the prospective bidders to furnish us a copy of his curriculum vitae, technical and financial proposal.

We are intending to hire the services of a geodetic engineer.

Are you conducting a public bidding or just small value procurement? In either, you require the submission of the curriculum vitae to determine if the one making the quotation/offer is really qualified to the job.

However, if it is just small value procurement, after determining that, based on the submitted curriculum vitae, the one making the offer complies with your minimum technical requirements or qualifications, then you may award on the basis on the lowest offered price.

Just a small value procurement, sir. So, if we are to award the contract to the lowest bidder, are we to disregard the evaluation method (QBE or QCBE)? The method is used to determine the highest rated offer.

Well, if you have enough basis for rating based on the quotation, then that would be better. If you do not even require the submission of a CV, how do you rate the technical proposal? Did you mention in your RFQ that you will be using QBE or QCBE? Did you indicated in your RFQ the criteria for rating and how much are you assigning as rate for each criteria? If not, then how are you going to do it?

We are still on process of preparing our RFQ, sir. We are still studying on how to proceed with the procurement of a geodetic engineer with an ABC of 20k. For now, I will try to prepare our RFQ using as guide your answers to my questions.

In procurement of consulting services, are we bound to adapt the CV in the bidding documents or we may make our own CV?
