Bid Evaluation of the New IRR

32.2.3. In case of discrepancies between: (a) bid prices in figures and in words, the
latter shall prevail; (b) total price per item and unit price for the item as
extended or multiplied by the quantity of that item, the latter shall prevail; (c)
stated total price and the actual sum of prices of component items, the latter
shall prevail; (d) unit cost in the detailed estimate and unit cost in the bill of
quantities, the latter shall prevail.

The wordings of above section was the same as it was in the old IRR. Me, RDV, and engrjhez have a tedious discussion with this section on this forum. I hope this section shall harmonize with incoming Bid Forms and the new PBD.

Engrjhez what would be the priority agenda? I'll be the first to cast the vote for
1. Hopefully there be another revised guidelines to be issue by the DBM for BAC, BAC secretariat, and TWG honorarium. (BAC Secretariat included? in the revised IRR of 9184)
2.

Haha! That is supposed to be an analogical example of our organization (Philippine Institute of Civil Engineering). Twice every year, we gathered together to update our knowledge on new techniques, technologies, issues, and even concerns. I think the same may be done by the GPPB. Conduct at least one (1) annual convention every year. Topics may include but not limited to the following:

a) recent GPPB issuances (circulars, resolutions, opinions, etc);
b) related procurement issuances (DBM, COA, BIR, DPWH etc.)
b) updates on proposed amendments on RA.9184;
c) a special focus on LGU procurement;
d) top concerns brought and presented on the GPPB Online Forum; and
e) continuing lectures on procurement planning, process, and implementation.

And since there are a lot of areas of concern, once a year convention will take a long time (and long way) to digest. Sana ma-work out ito. Sa LGU pa lang, papatok na ito eh. Pwede namang magkaroon ng "registration fee" as per DBM guidelines. Very Happy

In case of discrepancies between: (a) bid prices in figures and in words, the later shall prevail; (but what if the bid prices in figure is smaller/lesser, the later shall still prevail? b) total price per item and unit price for the item as extended or multiplied by the quantity of that item, the later shall prevail; (but what if after multiplying the unit price per item with the quantity of that item and summing it up and the result is a figure that is bigger than the total price per item, the later shall still prevaill?) and so on and so forth? What if this thing happens, what will it be?
