WHAT MAKES A PROCUREMENT PROJECT?

In your respective agencies, how do you define a procurement project? Is it one procurement contract or a group of contracts? If a group of contracts, how do you determine that certain contracts should be grouped as one procurement project? Your views will be greatly appreciated. Thanks!

Procurement as defined in the IRR:

Procurement. Refers to the acquisition of goods, consulting services, and the
contracting for infrastructure projects by the procuring entity. In case of projects
involving mixed procurements, the nature of the procurement, i.e., goods,
infrastructure projects, or consulting services, shall be determined based on the
primary purpose of the contract. Procurement shall also include the lease of goods
and real estate. With respect to real property, its procurement shall be governed by
the provisions of R.A. 8974 and other applicable laws, rules and regulations.


If only items are consolidated in the APP, then the question is already answered. Grouping actually should have been done during the APP preparation. The first thing to do is to classify them as Goods, Infra or Consulting. Then the rest is categorization depending on the nature of product or services.

Different agencies have different strategies. For as long as the governing principles of government procurement are not violated, and no "splitting of contract" occurred, with public bidding as the default procurement method, there is nothing to worry. Smile
