is there a need to authenticate the copy 1 & copy 2 of the Eligibility & Technical Documents submitted by the bidders?

There is no need for authentication for the copies and even for the original.

What is actually needed, is a certification, under oath, by the prospective bidder or his duly authorized representative "that each of the documents submitted in satisfaction of the eligibility requirements is an authentic and original copy, or a true and faithful reproduction or copy of the original, complete, and that all statements and information provided therein are true and correct." (Please read also Item 13.5, ITB, PBDs for Goods).
