CAN THE ALTERNATE MEMBERS SIGN THE RESOLUTIONS OR ABSTRACTS IN BEHALF OF THEIR PRINCIPALS?

Hi. i would like to know if the alternate BAC members can sign the resolutions or abstract of bids/quotations done during the meeting they have attended in the absence of their principals. And how should they be designated, one year term or just when their principals are absent?

YES, alternate members can sign resolutions or abstract of bids/quotations during the times they attended in the absence of their principals. They are also allowed to vote. They are designated for the same term as their principals, so also for one year, but they attend only when their principals are absent.

In addition to what RDV already answered, the designation of the BAC must come from the HOPE, not from the BAC members. Some people thought designating an alternate BAC member is just like calling anyone in their behalf. It's not.

11.2.4. The Head of the Procuring Entity may designate alternate members to the BAC,
who shall have the same qualifications as their principals as set in the Act and
this IRR. The alternate members shall attend meetings of the BAC and receive
the corresponding honoraria, whenever their principals are absent. The
alternate members shall have the same term as their principals. The
accountability of the principal and the alternate member shall be limited to their
respective acts and decisions.
It is only optional but if opted, the designation must also be through a written memo or order from the HOPE. Smile
