Post Qualification Documents Clarification

Hi! I am a supplier. We have recently been disqualified upon evaluation of our post qualification documents submitted:

a. tax clearance certificate
b. latest income tax returns and business tax
c. philgeps certificate of registration

I wish to clarify the documents needed for "B". Do these mean the latest Annual Income Tax Return and the latest quarterly paid Municipal Tax?

I would very much appreciate your help in understanding these requirements.

Clause 29.2 of the Instructions to Bidders on procurement of goods and services provide that "Within a non-extendible period of three (3) calendar days from receipt by the bidder of the notice from the BAC that it submitted the LCB, the Bidder shall submit the following documentary requirements:

(a) x x x ;
(b) Latest income and business tax returns in the form specified in the BDS;
(c) x x x; and
(d) x x x.

But what does income and business tax returns commonly mean? May it be 1701 or 1701Q and municipal tax? Because I couldn't find any other more specific in the BDS. And in other agencies, we were only ask to submit latest audited financial statement and latest quarterly paid municipal tax. But when we submitted the same to this agency, we were post-disqualified.

May we know what was the exact reason why you were post-disqualified? What is the infirmity of your latest income and business tax returns that prodded the BAC into disqualifying you?

Any doubts on the bidding documents should be raised during the pre-bidding if there is one conducted, or made before bid opening so that a supplemental bid bulletin can be issued. Try moving for reconsideration, appeal or protest to call the attention of the BAC. It may be that the BAC members are still learning RA 9184 and your positive action on your post-disqualification would be of-helped to them.

I reiterate my request that the supplier should post what was exactly the reason why he was disqualified. This can be seen on the Notice of Post Disqualification that was sent to him/her by the Procuring entity so that we can digest the reason why he was disqualified and intelligently give him some advice. Speak up sir!!!
