svp for adjacent & contiguous contract

sirs,
can we award thru small value procurement for contiguous/adjacent contract for infra with an
original contract done thru ncb?, bec. the abc was less than 500t only or it still the same method/ ncb. the philgeps has no longer classification under contiguous/adjacent project, only the negotiated under svp. will this suffice to apply the svp for contiguous...pls enlighten..thank you.

negotiated procurement through svp is different from negotiated procurement through adjance and contiguous (AAC) project. below are the differences:

Coverage:
SVP: for goods, infra and consulting
AAC: for infra and consulting

ABC:
SVP: 500,000 and below
AAC: regardless of amount

Negotiation:
SVP: at least 3 suppliers/contractors
AAC: only to the current contractor/consultant

Compliance to Conditions:
SVP: section 53.9
AAC: section 53.4

in my opinion, based on your your post, if the conditions are met under section 53.4, then you can negotiate your project by way of adjacent and contiguous projects. there is no such thing as svp for contiguous/adjacent contract. It is either svp or negotiated procurement by way of adjacent and contiguous.

on the other hand, i was lost how to post it in the philgeps because there was no item in there for such purpose.... so is philgeps aware of it?... or if ever, can they include it in the system...? .. just asking...

i mean, the negotiated procurement for adjacent/ contiguous contract was no where to locate in the philgeps for procurement mode.... is it necessary to include in the sytem/ update... .. just asking... thank you

Yes, PhilGEPS is aware. Adjacent/Contiguous is included in the system. But you cannot post such notice from scratch. There must be an awarded project first. From the Award Notice Abstract, you will find the A/C button at lower left.

Similar concept as that of Repeat Order.

To engrjhez, the same is my problem with civbusp, before I can post our notice in PhilGeps, but now that we have to post such procurement for adjacent & contiguous, I can't find the Negotiated Procurement (Adjacent & Contiguous) in the procurement method unlike before?

Did the PhilGEPs delete it or if not, how can we post our notice then?

How to post the notice of award in PhilGEPS if the procurement is Negotiated - Adjacent or Contiguous in compliance with Section 54.3 of IRR of R.A.9184?

You cannot post procurement under Adjacent/Contiguous if you have not yet awarded a Public Bidding that you will refer to as the original contract. To proceed with posting and award, simply click the "Adjacent/Contiguous" button under the Award Notice Abstract. Smile
