when is app/ppmp "meticulously & judiciously" planned/scheduled...

good day,
since, the law does not state when should items be procured for as long as these are included in the ppmp/app and properly approved and in compliance with government accounting and auditing rules, is scheduling of procurement for example on December 22 or end of the month of the calendar year considered as "meticulously and judiciously" planned in accordance to section 7 of RA 9184?.., thank you....

in my opinion, it is only your company who can determine if such procurement near the end of the year is judicious or not. It may also depend on the mandate and the operational needs of your company regardless of the timing of the procurement.

thanks a lot madam,...
so it seems that there is no standard interpretation / evaluation on this matter, so does this mean that agencies e.g. coa and gov't agency can have a different level of interpretation..?.. .. if so, we need to levell-off,.. otherwise there would be misinterpretation,... then who will call for it... gppb?.. dbm..? .. ? thanks again....

Meticulous means precise, thorough and careful while judicious means wise, prudent, so that the phrase "meticulously and judiciously planned should mean to say that the APP should be precise, thorough. This further means that their should be a certain degree of certainty and prudence and how we prepare the APP.Against this background, I can say that the procurement on December 22 does not fall under this very stringent requirement. Simply said, your procurement on December 22 is not meticulous and judicious

The terms are not technical so there is only one meaning to resort - plain meaning.

Whether or not scheduling a procurement to December 22 is really dependent on the needs of the agency. But we must be guided that if such procurement does not effectively serve its purpose, then we can say that such procurement has not been 'meticulously and judiciously' planned. But to me, generally, that date is not falling under the purview. Why? Let's have some examples:

If the schedule of opening of proposals for RFQ re: Christmas Day program is December 22, one may argue that it is just about the right time to deliver items near to the occasion and it is just right on time. Wrong. Procuring goods in December is not advantageous for a simple reason that prices go up because of the season. Even if the items will be needed for December, it is only but practical to buy items in off-peak seasons of October and November. Even in catering services, you may be able to get a good deal if you contracted long before December. You get the better price than contracting in December.

If in case the items are office supplies, it is still very hard to imagine how to consume such items in a few days before the year ends. But if such procurement is intended for items under the 2013 budget, it may serve its real purpose in the beginning of the year. Smile
