Cancellation of Procurement Opportunity Already Posted

May I have your thoughts on this please.

In case there have been important changes in the scope of work after the procurement opportunity has been advertised that would necessitate reduction of the published ABC, is there a basis to cancel the published/posted Invitation to Bid?

What is the role of the BAC in the cancellation? Is the BAC only recommendatory or can it motu propio cancel the procurement process?

Should the BAC issue a notice or bid bulletin that it cancelled the procurement?
