Procurement of Security and janitorial services

Good afternoon maam/sir;

is their a possibilities for us not to procure such services? instead, we will prepare a project proposal and directly hire anyone that is qualified.

in my opinion. it is your company's prerogative. you can do this by doing a cost-benefit-analysis and justify that to your approving authority. you must also consider other factors such as the plantilla position and the additional cost which will be reflected in the analysis. it is not only the qualification but also the cost.

thanks, but how about if its not within the plantilla position and we don't have the authority to hire?

if that is the case you have have it approved (additional plantilla position) to the highest ranking official which in our case the board for goccs. I don't know who will be the approving authority for the national/local government and in the case of DSWD. Once you have the approval then i think you can hire. Definitely the approving authority will based the approval of the additional plantilla position on you cost benefit analysis.

Outsourcing is the better and recommended option rather than hire personnel were there will be an employer-employee relationship.

How is outsourcing being done? We are also having difficulty in hiring a Naval Architect to produce an As-built plan that includes stability & load capacity for our newly acquired motor launch. The ABC for this activity is more than our allowable threshold.
