Procurement of hardware and materials for the construction of Pamana projects of the Municipality of Siocon

INVITATION TO BID

PROCUREMENT OF MATERIALS AND HARDWARE

1. The Municipality of Siocon, through its Bids and Award Committee (ABC)  intends to apply the sum for the following packages;

IB No. PAM-2012-11-06
Name of Contract : Procurement of materials and hardware for the construction of Pamana projects of the Municipality of  Siocon,
ABC: Php 6,894,363.86
Cost of Bidding Documents: Php1,000.00

2. The Local Government of Siocon now invites Bids from eligible Bidders for the procurement of  the above-caption packages Delivery of the  MATERIALS AND HARDWARE as specified in Section VI. Schedule of Requirements. Bidders should have completed contracts similar to the cited projects as stated in the ITB. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “ pass/fail “ criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “ Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to the citizens of the Philippines and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens. pursuant to R.A 5183 and subject to Commonwealth Act 138.

4. Interested bidders may obtain further information from the BAC Secretariat, Municipality of Siocon, Zamboanga del Norte and inspect the Bidding Documents at 8:00 AM to 4:00 PM, Monday to Friday.

5. A complete set of Bidding Documents may be purchased by interested Bidders on 28 November – 19 December, 2012 from address above and upon payment of a non refundable fee for the Bidding Documents.

6. The Local Government will hold a Pre-Bid Conference and the Submission and Opening of Bids at Mayor’s Office, 2nd Floor Municipal Hall Bldg. Siocon Zamboanga del Norte on the given schedule below:

2. Issuance and Availability of Bidding Documents: November 28, 2012 – December 19, 2012
3. Pre-Bid Conference: December 06, 2012 @ 10:00 AM; Mayor’s Office, Municipal Hall Bldg.
4. Request for Clarification : December 08, 2012
5. Submission of Bids: December 19, 2012 @ 10:00 AM
6.      Opening of Bids : December 19, 2012 @ 1:00 PM
7. Eligibility Check : December 19, 2012
8. Bid Evaluation : December 20, 2012
9. Post-Qualification : December 21, 201
10. Issuance of Notice of Award
11. Issuance of Notice to Commence : January 04, 2013

7. Bids must be delivered to the address stated below. All Bids must be accompanied by a bid security in any of the following acceptable form and in the amount stated below:

Cash, cashier’s/manager’s check, bank draft/guarantee confirmed by a Universal or Commercial Bank-Two percent ( 2% )
Irrevocable Letter of Credit issued by a Universal or Commercial Bank
Surety Bond callable upon demand issued by a surety or insurance company duly certified by the Insurance Commission as authorized to issue such security.- Five percent (5%)

Bids will be opened in the presence of the Bidders representative who choose to attend at the address below. Late bids shall not be accepted.

8. The Local Government receives the right to accept or reject any Bid, to annul the bidding the bidding  process, to reject all Bids and may not award the contract without incurring any liability or make no assurance that a contract shall be entered into as a result of the bidding when the funds for  the program/project/activity has been withheld or reduced through no fault of LGU at any time prior to contract award without thereby incurring any liability to the affected Bidder or Bidders.
