Project Management Cost

May I know please if it is allowed under existing rules and regulations that a Project Management Cost of 10% can be included in the Bill of Quantities of the procuring entity and later on to be deducted to winning bidder's progress billing. My concern is how it will be receipted or should the procuring entity issued Official Receipt for the 10% PMC or the procuring entity should have it deducted in the ABC in the first place? Is the PMC the same as 10% Service Charges for service providers? Are government entities allowed to charge 10% Project Management Cost BUT NO Official Receipt issued...Thank you..

Project Management Cost are expenses by management in the preparation of the project. These are administrative cost that should be properly included in the determination of the Approved Budget For Contract so that it should not be deducted from the winning bidders' progress billing.
