Definition of procurement unit

Hi! Good morning!

I'd just like to ask if the procurement unit of an agency automatically includes the supply office?

good morning. my take on your query. supply office should be organizationally detached from the procurement office for the main reason that internal control is enhanced when receipt/issuance/supply functions is separated from procurement function. This is to prevent the same individual/office/department/unit from manipulating various functions.

Is'nt the BAC supposed to be the procurement unit? Or is this a unit of the general services who's in-charge of procuring certain requirements as allowed and authorized by the agency BAC?
We have a unit like this and it is under the same dept that manages the supplies.

For guidance, you may read National Budget Circular No. 517 dated December 22, 2008 issued by the DBM to provide guidelines on the establishment of procurement units.
