Preparation of PPMP

good day!

i would like to verify the following:

1) who are those people/offices involve in the preparation down to the approval of the PPMP?
2) does the BAC chairman need to sign the PPMP?
3) is it the duty of the BAC Secretariat to check the PPMP or of the budget office?


our budget office is dependent on the BAC secretariat as to the preparation of PPMP:

end-user prepares the PPMP, have it controlled in BAC Office, signed by the BAC Chairman, and approved by the mayor.

In my opinion:
Process is provided under Section 7 of the Revised IRR of 9184.
1. Persons involved
a. Preparation - End-User
b. Evaluation - Budget Office
c. Consolidation into the proposed APP (copy of the PPMP shall be sent by the Budget Office) - BAC Secretariat.

2. The BAC Chairman need not approve the PPMP as the Budget Officer should already find order in the PPMP before it will send a copy to the BAC Secretariat. Instead, it is the APP which should be signed by the BAC Chairman by way of recommending approval to the HOPE.

3. Checking of the PPMP in the first stage should be done by the Budget Office since they have to check whether it is in line with the proposed budget for the concerned office. On the other hand, BAC Secretariat should also check the PPMP since it is lodged with the responsibility of consolidating the PPMP into the proposed APP. This way, the two are somehow given the responsibility to check the same.
