REVISION OF POW/PPMP after awarding of some items

a Program of Work (POW) was submitted by the end-user with approved PPMP and APP.

Only 9 out 10 items were awarded since the quotations made for the unawarded item exceeded
the ABC.

The end-user made a revision to their Program of Work reflecting the actual cost of the
awarded items so they could increase the estimated budget for the unawarded item.

The end-user then issued another PPMP for the revised Program of Work.


- is the abovementioned scenario allowed?



If the end-user will not revise their POW, project will not be completed.

If the end-user will not revise their POW, project will not be completed.

That practice is not allowed.

First: It is very hard to allow 'line item' bidding for infrastructure projects. The specific category of works, say concreting, is indivisible. To accomplish the ends, a program of works with different categories (like concreting+masonry+painting+etc.) should also be taken indivisibly.

Second: Granting the scopes of works are divisible, you cannot allow partial fulfillment in infra projects. It not like in procurement of goods where some items may be delivered while waiting for the others. In the former, you cannot defer any portion as it is subject to a contract duration.

Finally: The manner of revising or amending program of works is in contravention and circumvention of procurement planning as defined by R.A. No. 9184. You cannot, by way of such practices, convert immediately the potential savings in certain projects to be 'appropriated' for another use not originally intended even if it is adjacent or analogous to the original project.

If you want to procure by line items, you may implement the project by administration. You procure only construction materials and then provide the labor through other source/means. But then again, you simply cannot commence until the entire programmed materials are procured.

sir, the project will be implemented by administration po. actually, i am referring po for the materials needed.

so, pwede lang po ba i revise yung POW - its detailed estimates for the materials needed?

As far as the program is concerned, it will not be affected.

You only wait until all materials are bidded, awarded and delivered before you commence the project by administration. You are not allowed to modify anything unless it is documented by PPMP and, if necessary, APP. Smile

yun nga po ang problem engrjhez, kasi hindi po naprocure yung lahat ng items.

ipagpalagay nalang po natin na sa isang project which will be undertaken by administration, may 10 materials to be procured. after public bidding, only 9 items were awarded. hindi na-award yung isa because the quotations made exceeded the ABC for the item, considering na per line item ang awarding.

ano na po gagawin namin para maprocure yung isang item na yun? ipagpalagay na din natin na after rebid ganun pa din ang result, nag exceed pa din sa ABC ng item and quotations.

ang kalimitang ginagawa ng end-user namin is they revise the detailed estimates of the POW. adjusted the ABC of the unawarded at ang nakareflect na ABC ng awarded item is yung price na mismo during awarding. pwede po ba ang ganito?

if they wont revise naman po the detailed estimates ng item, talagang hindi maaaward yung isang item kasi kapos sa budget.

it could be may mali sa process at pagkakaintindi namin.

need clarification(s) lang po.

You can always revised your POW and must be reflected on the revised PPMP but you have to rebid that item to be procured if it exceeds your allowable threshold or you can simply use the AMP SVP Sec 53.9 if it is within your threshold.

That is how I understand your situation.
