what office requires the PPMP?

i would like to clarify if what office is responsible for the control of the PPMP (assigning of control number). is it the BAC Secretariat or the Budget Office?

Our budget officer told us that it is the BAC who requires the PPMP thus, should be the one responsible for the control and review of the said document.

who exactly are the signatories for the PPMP?

does the BAC Chairman need have to sign the PPMP as recommending officer?

does the BAC/BAC Secretariat has something to do with the PPMP prior to its approval?

It must be the Budget Officer, as you can see, the PPMP is first submitted to the Office of The Budget Officer for inclusion into the draft budget proposal for the LCE's approval. If the submitted PPMPs were considered then, it must submitted to the SB/SP for adoption. If the adopted budget have some revision of the PPMP the budget office will return to the end user the submitted for final revision to be included in the Executive Budget. After the approval of the LCE of the budget, its time for the back secretariat to consolidate the PPMPs into an Annual Procurement Plan or APP.

1. control number will be assigned by the BAC secretariat. this is for the purpose of consolidating the PPMP into APP;
2. PPMP signatory shall be the head of the end-user, not the HOPE;
3. The budget office only evaluate the PPMP if the project is within the approved budget.
4. The BAC chairman recommend approval of the APP to the HOPE;
5. BAC secretariat has nothing to do with the PPMP prior to its approval. Once the BAC secretariat gets hold of the approved PPMP, they will now consolidate it into APP.

Well said Mam Regina. I would only like to add that review of the PPMP in relation to its budget is lodged with the Budget Office, but as to the appropriateness of the document, that is lodge with the End-User as it is expected that it was prepared by the end user judiciously with the mandate of the office as its prime consideration.
