Just want to know all the provisions of the IRR of 9184 with regard to timelines for the procurement of goods and infrastructure projects. thanks in advance.

Goods/Infra Earliest Posible Time

Advertisement/Posting - Sec. 21: 7 calendar days

Prebid - Sec. 22.2 of IRR: at least 12 or at least 30 cd for exceptional cases before deadline for bid submission

Bid submission - Sec. 25.4 (a): Bids may be submitted until the 45th cd from last day of advertisement

Bid evaluation -Sec. 32.4 - can be extended up to 7 cd

post-qua - Sec. 34.8: must be completed in not more than 7 cd or 30 cd in exceptional cases

NOA - Sec. 37.1.2: HOPE must decide within 7 cd from receipts. For GOCC, 15 cd.

Contract signing - Sec. 37.2.1/ Section 37.2.2: PE and bidder must enter into contract w/in 10 cd from receipt of the NOA

Approval by Higher Authority - Sec. 37.3: Maximum 15 cd from receipt of the contract. For GOCC, 25 cd

NTP - Sec. 37.4.1: PE must issue NTP & copy of contract to bidder w/in 3 cd from date of approval.

good morning!

tanong ko lang po, if after the pre-bid conference eh may mga changes sa terms of reference tapos matagal po narevise ung TOR. supposedly po eh kahapon, may 16 ang bid opening pero kahpon lang po nagsubmit ng revised TOR ung end-user. saan po ako mgbe-base ng pagbilang kung kailan ang opening of bids?

i don't think this is possible as the submission and opening of bid was may 16 and yet the TOR was not yet finished. how can the prospective bidders secure the TOR when such is not yet finalized. Suggest you reschedule the submission/opening of bid.

what if the procurement process was consummated only after 585 days? what will happen? it took the agency to complete the process for more than a year where it has to extend the contract for its security services though allowed and guided by the rules and regulations on extension of contracts.
