Income-Generating Projects

Good pm!

Our College have several income-generating projects. Like, the College has its own convenience store, printing press and canteen. All of these establishments are within the Main Campus and are being run by the College's Production Department.

Tatanong ko lang po kung pwede ba sumali sa bidding ang mga abovementioned establishments? For example po ung printing press, for printing of student handbook worth 80K, can they participate in the bidding considering na wala pa pong track record ung printing press ng College? Do these establishments need to register sa GEPS to be able to participate kase minsan ung canteen, they cater kapag may activity sa school.

Also, pwede po bang gamitin ang Agency-to-Agency Procurement/Direct Contracting sa ganitong cases coz that is what our resident COA suggested.

Yes, they can for as long as the following rules are met:
1. the bidder should not be related to the Head of the Procuring Entity by consanguinity or affinity up to the third civil degree or any of the Procuring Entity’s officers or employees having direct access to information that may substantially affect the result of the bidding, such as, but not limited to, the members of the BAC, the members of the TWG, the BAC Secretariat, the members of the PMO, and the designers of the project. Section 47.
2. The bidder complies with the provisions of Sec. 23 on legal, technical and financial eligibility.
3. Must be PhilGEPS registered company.
4. Even if you procure through negotiated procurement under shopping and small value procurement, the bidder is legally, technically or financialy bona fide supplier by requiring the submission of relevant documents or through other means.
5. posting and canvass requirements provided by gppb.

Di po tama ang suggestion ng COA sa inyo to conduct this thru A-to-A or direct contracting.
