Counting of Contract Time is based on Calendar day or Working Day

I just like to ask clarification regarding the counting of the number of days as a bases of computing the amount of Liquidated Damages, if the Contract Time stated in the contract is by calendar days or by working days ?

generic procument manual specifically stated for "every day" delayed. thus it should be calendar days and not working days.
