VENUE FOR THE CONDUCT OF PROCUREMENT PROCESS

good day everyone!

i'm just concerned from what I learned that I hope it will not be pushed thru.

is it possible to conduct pre-bid or any procurement process on a different venue aside from their place of address? i tried to read the IRR regarding this, but, could not find any. But of course, to my assumption that maybe if they conduct all procurement process from the start till NOA, it may be considerable. i just found it ridiculous and if I could find some answers that I may give the BAC members before they pursue any of these.

i don't see any problem with that and there is no prohibition with under the law to have a different venue in the conduct of the procurement process for as long as there is a logical and reasonable explanation why you are having a different venue to do it. It must be on a neutral ground, meaning, not within the territory of a prospective bidder.

In my opinion, your resident COA auditor, if it finds any reason to call out such practice, it is because you will be spending a lot of money to pay the venue other than the place of business of the procuring entity and they may call it unnecessary/extravagant/excessive expense.
