please help me with Section 32.

i am confused, if we are allowed to make arithmetic corrections to a certain bid proposal, then why is there section 32.2.3. making the arithmetic correction useless???

...this was the argument of a bidder rated as the lowest bidder as read.... that after being evaluated, he was rated as the second lowest bidder as corrected/calculated.... he sighted Section 32.2.3

the purpose of this is to consider computational errors, omissions, etc. if allowed in the bidding documents, to enable proper comparison of all eligible bids. Any adjustment shall be calculated in monetary terms to determine the calculated prices. Example is the financial proposal for the infrastructure projects, wherein there are bid form, the detailed estimates, bill of quantities and for some instances those with prices schedules due to mixed procurement. this may involve discrepancies cause by human errors which is seen during bid evaluation. Section 32.2.3 aids the BAC to make the necessary decision making to resolve such discrepancy and put this discrepancy in order.

...therefore, is it right for the bidder to say that he is still the winning bidder even if corrections were made?

for as long as the bidder is still the lowest calculated bidder, then this bidder will undergo post qualification process. Let me make an example:

During bid opening for a project with an ABC of 100,000, 4 bidders submitted there proposal as follows:

Bidder A 97,000
Bidder B 98,000
Bidder C 99,000
Bidder D disqualified due to lacking document.

The BAC will consider Bidder A as the lowest bidder as "read"
Bidder A, Bidder B, Bidder C will undergo bid evaluation. During bid evaluation, the BAC notice some arithmetical corrections and the final results of the bid evaluation was reported through an abstract of bid to wit:

Bidder A 97,000
Bidder B 96,500
Bidder C 99,000

In our previous paragragh, the lowest bidder as "read" was Bidder A for 97,000.00 but after the bid evaluation, Bidder B was calculated at 96,500. Bidder B will be declared the lowest calculated bidder which will undergo post-qualification for the price of 96,500. If Bidder B passes the post qualification, then recommendation by the BAC for the award of contract to Bidder B for 96,500 shall be made. if Bidder B fails the post qualification, then post qualification shall be made to bidder A for the price of 97,000 and award shall be made at 97,000 if bidder A passes the post-qualification.

In the above example, it is the calculated bid that will be the main focus and not the "as read" unless there was no difference between the "as read" and the calculated bid.
