RFQ to supplier first before posting to PhilGEPS

Good afternoon....


Using SMALL VALUE PROCUREMENT/SHOPPING, Is it ok to send Request for Quotation to accredited supplier first before posting to PhilGEPS?

no problem with that for as the deadline for submission of price quotation is not within the 7 day period of the philgeps posting.

Our accounting section required as to attached the original RFQ as part of the supporting documents however the winning supplier only downloaded the RFQ through Philgeps which is a PDF File, the supplier send his quotation via courier but our accounting section will not process the said documents because of the said PDF copy. Your opinion?

In my opinion you allowed suppliers to use form via electronic means since you provide RFQ and attachment to be downloaded, so the RFQ that the supplier sent is official why would your accounting not allow it. . as long as the signature of the supplier is valid as well as the data you needed are all there which is also are valid and approved by your BAC.
As always mentioned in this forum that the best way to conduct procurement thru shopping is to follow the "guidelines for shopping and small value procurement".

alternative mode of procurement

hi! can we do away with philgeps posting for using alternative mode of procurement of projects above 50,000?

As long as it is mandatory required on the IRR we have no choice but to follow. What can we do now is to hope that the GPPB would ammend the laws regarding the mandatory posting on PhilGEPS or at least raise the threshold on "Annex H" .

We also face problems here on our place, The PhilGEPS website database always have problems and we are having hard time on posting which results to re-adjusting of bid dates because we must comply to the minimum availablity/posting period on PhilGEPS. We already address it on PhilGEPS so far they have no final solution (although we know they are trying hard to fix issues). We wanted to appeal to the GPPB to ammend the mandatory requirements of posting on PhilGEPS or atleast raise their thresholds.
