Warranty on parts

What if the warranty submitted by the supplier indicates that it will not cover replacement of wearable parts due to normal wear and tear? Is it grounds for disqualification? I've read in the GPM (page 100 on warranty) that "wear and tear due
to normal usage of the goods is excluded from the coverage of the warranty".

Thanks guys and please site IRR provisions as support for your opinions.
