to what office do we address the request for opinion for price escalation?

madam/sir, to what office do we address the request for opinion relative to price escalation? GPPB cc NEDA or is it direct to NEDA?

You can call NEDA or GPPB first for your inquiry before you send your request for opinion. They will advise you to whom you will address your letter of request.

All bid prices shall be considered as fixed prices, and therefore not subject to price escalation during contract implementation, except under extraordinary circumstances and upon prior approval of the GPPB (Section 61.1 of the IRR-A). The burden of proving the occurrence of extraordinary circumstances that will allow for price escalation shall rest with the entity requesting for such escalation.
