What are Infrastructure Projects?

Does the IRR have definition of an infra project?
Saw this definition from the web: "The basic facilities, services, and installations needed for the functioning of a community or society, such as transportation and communications systems, water and power lines, and public institutions including schools, post offices, and prisons". Will supply and installation of Cables (Communication, i.e. internet or other) lines will fall into Infra projects?

IRR of RA 9184:

Infrastructure Projects. Include the construction, improvement, rehabilitation, demolition, repair, restoration or maintenance of roads and bridges, railways, airports, seaports, communication facilities, civil works components of information technology projects, irrigation, flood control and drainage, water supply, sanitation, sewerage and solid waste management systems, shore protection, energy/power and electrification facilities, national buildings, school buildings, hospital buildings, and other related construction projects of the government. For purposes of, and throughout this IRR, the term “Infrastructure Projects” shall have the same meaning as, and shall be used interchangeably with, “civil works” or “works”.

Generic Procurement Manual:

Infrastructure projects are undertakings to construct, improve, rehabilitate, demolish, repair, restore, or maintain roads and bridges, railways, airports, seaports, communication facilities, civil works components of information technology projects. It also encompasses such infrastructures are irrigation, flood control and drainage, water supply, sanitation, sewerage and solid waste management systems, shore protection, energy/power and electrification facilities, national buildings, school buildings, hospital buildings, and other
related construction projects of the government. Under R.A. 9184 and its IRR-A, the term “infrastructure projects” has the same meaning as and is used interchangeably with the term “civil works.” (IRR-A Section 5 [n])

For those who already done infra projects, do we need to get 3 quotations from a contractor as basis of costing or the prepared BOQ is enough?
