Procurement of Telephone and ISP

I'd like to get your comments on procurement plan below. We are an NGA-Other Executive Offices based in Davao city

We recently established Area Offices (per mandate) and we have already included a budget for one landline telephone with DSL for each area office.

Per RA9184, procurement of telephone line and internet will be conducted via public bidding (Appendix 14). We are planning to do one public bidding activity for four (4) area offices instead of one (1) public bidding activity per Area Office to expedite processing since we only have one BAC for 4 area offices and for the central office. In my understanding, if we will award the contract, it will only be to ONE SERVICE PROVIDER (ie. PLDT, Globe) that will generally provide services to all areas.

My question:

1.) Are we doing the right approach for one public bidding for four (4) area office. My concern is that in case a service provider may not be able to service one of our areas (due to congestion of lines, ie PLDT) but others are able to do so (Globe), then we cannot award the contract to one service provider.

you should have conducted first a market study if there are service providers that can cater to all of your target areas. If yes, then you can conduct public bidding.

If there are no provider capable of catering all your target areas, make a market study for each area. If there are more than one service provider operating within the particular area, use public bidding, otherwise use direct contracting if there is only one service provider for that particular area.

We already did preliminary market study in our area offices by validating with the major service provider (pldt, globe, bayantel) if they can provide dsl and landline service in our areas.

Based from our initial research it would be difficult for us to do one public bidding for four (4) areas since even the major TelCo's cannot service some of those area. We may pursue public bidding per area instead of consolidating it in one bid activity.
