Amendment to Consultancy Contract

A procuring entity entered into a contract for a project management consultancy for an infrastructure project. However, the infrastructure project was eventually not procured, and instead the procuring entity intends to acquire an existing real property, whose procurement is not covered by RA 9184 but by RA 8974. The procuring entity now wants to retain the consultancy service to manage the acquisition process, including the possible improvements that may be done by the existing property owner as part of the condition of the sale. Question: Can the procuring entity retain the services of the consultancy firm given the same and similar nature of the project and simply amend the terms of the contract? The price may be the same but the scope of work might change.
