I'm a new member of BAC secretariat.

It is required a "bidding documents" when we post in "philgeps"?

in my own humble opinion it's a yes... bidding docs shall be prepared by the procuring entity following the standard forms and manual prescribed by the GPPB and issued to interested bidders upon payment of the corresponding cost thereof.

check the handbook of the Philippine government procurement 6th edition - appendix 25 page 277-278 regarding the guidelines on the sale of bidding docs..

for shopping, i believe you are referring to Request for Quotation which indicates the specifications and other terms and condition which shall be posted in the philgeps.

"Bidding Documents" is required to be posted with your Invitation to Bid/Request for Expression of Interest. The IRR is clear:

17.5 The procuring entity shall also post the Bidding Documents at its website and at the PhilGEPS website from the time that the Invitation to Bid/Request for Expression of Interest is advertised. Prospective bidders may download the Bidding Documents from any of the said websites; Provided that, bidders shall pay the fee for the Bidding Documents upon submission of their Bids. (underscoring supplied)

However, if the advertisement is under alternative methods like Shopping and Small value Procurement, Request for Quotation (RFQ) will be sufficient.

Generally, the sworn affidavit is mandatory for public bidding, but the disqualification by reason of relationship remains applicable regardless of the method of procurement.

* There is no prescribed template or standard form for the RFQ.
* The RFQ must indicate the specification, quantity, ABC. and other terms and conditions of the item to be procured pursuant to Section 3(a) of the guidelines
* In addition, RFQ must prescribe the manner by which price quotations shall be submitted i.e., by sealed or open quotation.

Is tax clearance, tax returns required for Small Value Procurement as an alternative mode. Purchase Order is 499,000 pesos, it is for common office supplies, other P.O is for other supplies.
