First Failure in Quotation and Bidding

Hi po. we are currently reviewing our procurement process. Just want to know po if pwedeng walang bac resolution and mandatory review kapag 1st failure. We want po kasi na diretso reissuance na sya ng RFQ to expedite po the process.salamat po.Smile

No. There is nothing in the rules that allow such practice. If that would be permissible, then public bidding and mandatory review of the terms will be useless provisions of the law.

Good morning po. I would like to ask for help. An agency held a public bidding containing two lots, given that each lot has different sets of bidders; upon opening the bids, a supplier has won the first lot but the supplier (sole bidder) for the second lot failed to comply completely with the eligibility requirements (even with post-qua notice). The BAC decided to go on with awarding the winning bidder of the First lot and declare failure on the second lot.

In philgeps, the first lot was awarded but the question is how will we declare failure on the second lot, since they are under one reference number?
