re: materials engineer

a fellow government worker asked....can we ignore the department order of DPWH (if any) by not requiring a materials engineer to a certain infra project?... can we not require it in our bid docs? kung kailangan man, pwede na ba yung biodata ng engineer that he was one's a materials engineer?

Department Orders of DPWH are only authoritative as to the department. They are persuasive only to other agencies, instrumentalities or political subdivisions. To adopt, not to adopt or to adopt the order with certain modifications depends upon procuring entity. While R.A. No. 9184 does not require that a materials engineer be provided for a particular project, in my opinion, the procuring entity may require it as part of technical requirements.
