hi! i just would like to ask for confirmation regarding alternative methods of procurement. the new threshold amount for shopping is P500,000. am i right? how come when i posted an invitation for shopping @ PhilGEPS website amounting to 266,000, an error occured since amount is more than the allowable amount. how can i post said invitation/request for quotation for shopping? please help. thanks.

I believe the current system (PhilGEPS) is not yet harmonized with the Revised IRR. Please call the attention of the PhilGEPS team by contacting them here.
Meanwhile, you can do some patches by posting it under Negotiated Procurement but specify under the details that this is done due to unsupported system and please identify clearly that you are pertaining to Section 52 (and not Sec.53 as categorized). It is a temporary cure but it will work. I think there's nothing wrong if we do it that way because it is "at no fault" of our own.

You can still use the posting in the Shopping category provided, in the field "TRADE AGREEMENT" you choose the "OTHERS" as the mode. In the Notice creation page just provide additional information the posting was made in accordance with the New Revised IRR 0f 9184. Hope this might help.

Invitation for Negotiated Procurement
According to the person in-charge of posting notices of bidding at the PhilGEPS, she cannot post negotiated procurement in "create my notice" because she has to fill-up the solicitation number which is equivalent to ITB number in bidding which we don't assigned any number in our negotiated procurement and the details of the pre-bid conference. It seems that if she press continue, it cannot proceed because it would asked her to fill-up the missing details. And it is a requirement under the Revised I.R.R. that negotiated procurement and some shopping as alternative mode of procurement (not all) should be published in the PhilGEPS. Is there a way to publish negotiated procurement and shopping in the PhilGEPS or the PhilGEPS is not yet in harmony with the Revised IRR of RA 9184. So help me out on this, anyone????

Excerpts from PHILGEPS userguide
Solicitation number. A user defined control number assigned to each bid notice to keep tract of the Buyer or Buyer Coordinator's bid notices. An agency may decide to assign only one series of solicitation numbers for all bid notices posted or may opt to assign a different series of control numbers depending on the number of Buyers and Buyer Coordinators posting notices within an agency.
The solicitation number (users defined) is the controlled number to be used as reference and in the preparation of the ITB for posting in the Philgeps.. In any procurement be it public or alternative mode, there has to be a Purchase requisition (SF-GOOD-59) duly approved by the HOPE. This source documents or the Purchase Requisition (will be pre-numbered) will serve as the basis for the solicitation number to be supplied in the field required. Hope this might help

Please check on the award notice post it seems there is a problem...hope someone from the GPPB could extend to make arrangements with PHIGEPS...thank you very much.....another querry can we still post Award notice manually.....have a hard time to access PHILGEPS award notice creation.....

problems w/ philgeps usually arise when there is also a problem in the invitation to bid or the invitation to submit price quotation. Or your bidders are not yet registered?
please clarify the problem with philgeps.

Same problem here about posting notice of award thru the PhilGEPS. Can we do this manually. Most of our awardees, if not all, submitted their bid proposals manually and not thru PhilGEPS although they are all registered and invitations were posted in the PhilGEPS. But it seems the we cannot Create notice of award considering that what is asked by the system is data found thru the PhilGEPS.
Can somebody from the forum or from gppb help us on this, please? Thanks

Ask the PhilGEPS, I already notified them of some issues like this because i got so many calls regarding the posting of the NOA, they told me to forward the calls to PhilGEPS.

I was told by the by the PhilGEPS that you could ask them for reactivation of the posting of award so that you could add those bidder that did not download the BD in the PhilGEPS.

If not asking too much, can we have the # of PhilGEPs where we can access immediately? Also, what about previous awards, say in previous year and this year, which were not posted in PhilGEPS because of the difficulty mentioned. Can we still post them? Although, we find a way to post them in our BAC Bulletin. In the absence of a clear instruction in the print out for creating/posting of notice of award as provided by the PhilGEPS, we really were not able to post.

37.1.6. The BAC, through the Secretariat, shall post, within three (3) calendar days from its issuance, the Notice of Award in the PhilGEPS, the website of the procuring entity, if any, and any conspicuous place in the premises of the procuring entity.
It is moot and academic now to post the NOAs at this time however i believe its better than late than never.
