Expired PhilGEPS Registration

Hi, I need help, In our case, The Philgeps registration is required if you are declared the Lowest Bidders,
How about by the time of opening of Bids, your Philgeps registration is expired and you get the updated
Registration 15 days after the opening of bids, Is this still valid to issue NOA, after this period of Time?

Can you give the exact dates of your, Bid Opening, Evaluation, Post Qualification, the validity period of the PhilGEPS Reg. and the date of receipt of the renewed PhilGEPS Reg.

Hi, iamcris,

The Bid Opening March 30, 2015
Evaluation date April 15
Post Qualiification date April 15-17
Renewed Philgeps Date issued April 15, 2015 and valid until 25 April 2016
but the previous Philgeps was already expired March 16, 2015.

Thank you for the info junladrera,

PhilGEPS Registration as we all know is a requirement for post qualification of the bidders. The bidders will be asked to submit their post qualification requirements (e.g. PhiGEPS Reg.) after they have been identified as the Lowest Calculated Bid (LCB) this is done after the Bid Evaluation which is April 15. Within 3 calendar days they have to submit the required documents for post qualification.

In your case the bidder submitted their renewed PhilGeps Reg. during the period required for submission and the said document is already renewed and valid.

Therefore, the bid identified as the lowest calculated bid (LCB) will now be called the Lowest Calculated Responsive Bid (LCRB), of course that is if they are also post qualified as to all of the required docs, which therefore entitles the bidder the issuance of NOA.

My point is that the evaluation for post qualification was done during the time when the bidder's PhilGEPS Registration is already valid and renewed. and i am pretty much sure that before or during the bid opening/submission, it was already processed for renewal.

Section 34. Objective and Process of Post-Qualification

34.1. The Lowest Calculated Bid/Highest Rated Bid shall undergo post-qualification in order to determine whether the bidder concerned complies with and is responsive to all the requirements and conditions as specified in the Bidding Documents.(a)

34.2. Within three (3) calendar days from receipt by the bidder of the notice from the BAC that the bidder has the Lowest Calculated Bid or Highest Rated Bid, the bidder shall submit the following documentary requirements to the BAC:39
a) Latest income and business tax returns;
b) Certificate of PhilGEPS Registration or PhilGEPS Registration Number if the procuring entity is a Philippine foreign office or post, provided that participating bidders should register with the PhilGEPS prior to bid opening; and
c) Other appropriate licenses and permits required by law and stated in the Bidding Documents.
Failure to submit the above requirements on time or a finding against the veracity of such shall be ground for the forfeiture of the bid security and disqualify the bidder for award.(n)

As stated "...provided that participating bidders should register with the PhilGEPS prior to bid opening"
