Can the BAC decide to ask minimal eligibility and technical docs for the Nego-Proc.- 2 failed biddings

Hi! everyone..

I hope somebody can answer my query, in our municipality we have lot of procurements under public bidding but unfortunately we had no local suppliers who are legally, technically and financially capable that's why we resorted in negotiated proc. (2 failed biddings) and during the negotiation to the suppliers in our nearby city we found out that only 1 bidder had complete eligibility and technical docs and sometimes this bidder will refuse to participate for they had lot of procurement commitments on their nearby municipalities. Can we ask minimal documents such as Philgeps Cert., DTI Cert., Business Permit only to the suppliers as per stated in our RFQ for us to draw nos. of suppliers who can possibly participate during the bid opening?
