Negotiated Procurement - 2 failed Biddings

Good day!

I just want to ask help /clarifications regarding on this matter hope anyone can enligten us... During the public bidding of our procurements for goods we require the eligibility and technical documents to any participating bidders, as follows:

1. SEC / DTI Registration Cert.;
2. Business Permit;
3. List of all ongoing and completed government and private contracts;
4. Bid Security
6. Tax Clearance
7. Compliance with Schedule and Technical specifications
8. Omnibus Sworn Stament
9. Audited Financial Statement

Post Qualifications Documents:

1.Philgeps Cert.
2. ITR

my question we need to require the cited above documents under the Negotiated Procurement -2 Failed Biddings (IRR Section 53.1)?

we require them these:
1. BIR Tax Clearance;
2. Latest Income & Business Tax Returns;
3. Business/Mayor’s Permit;
4. DTI Business Name Registration or SEC Registration Certificate; and
5. PhilGEPS Certificate of Registration
This base on our accounting office. pero kung yung awardee naman ay active bidder, it is considered that they already posses this document based on the past bidding activities kung saan naka qualify sila at kami na lamang po ang naghahanap at nagpophotocopy nung mga nasubmit nilang docu na nasa archive namin.

Manual of Procedures for the Procurement of Goods and Services provides that:

""If the procurement is being negotiated because of two previous failures of bidding or in case of imminent danger to life or property, the BAC, through the BAC Secretariat, issues invitations to at least three (3) suppliers of good standing for the latter to negotiate a contract. The Procuring Entity may draw these suppliers from its list of registered suppliers. The procedures for the conduct of public bidding should be observed. However, the minimum period for each bidding procedure may be reduced. ""

Ask ko lang po.. ano po ang reason of award na nilalagay niyo kapag Negotiated Procurement after Two (2) Failed Bidding? Thanks
