Excerts from the Revised IRR of RA#9184
21.2.1. Except as otherwise provided in Sections 21.2.2 and 54.2 of this IRR and for the procurement of common-use goods and supplies, the Invitation to Bid/Request for Expression of Interest shall be:
a) "Advertised" at least once in one (1) newspaper of general nationwide circulation which has been regularly published for at least two (2) years before the date of issue of the advertisement;
b) xxxx
c) xxxx
Since "advertising" is mandatory for contracts to be bid exceeding the threshold amounts (refer to section 21.2.2 of the revised IRR of RA#9184). Furthermore "advertisement" will form part of the agency current operating expenses, In doing so there has to be PPMP/APP, now the question, What would be the most appropriate mode of procurement? other than the general rule which is public bidding. How do we come up the TOR? bounce

Negotiated Procurement (since it does involve a general support service of printing the publication). Based on the APP, you can identify the procurements with biddings, and those biddings where publication is mandatory. You should already have a good starting point to count how many publications are required with an estimated Pxxxxx amount per publication per column centimeters. Very Happy
