bid offer too low (unrealistic)

can the BAC disqualify a bid in which the price is too low that it is impossible for the supplier to deliver the item. The reason for such is that they forgot to include the term "thousand" in their bid price in words. awarding the item to them will just make matters worse and complicate the bidding process.

For example, instead of five hundred thousand pesos, they only typed five hundred pesos.

Referring to the revised IRR, bid price in words will always prevail over the bid price in figures.

If the BAC can disqualify, what are the grounds for it since there are no floor price in the procurement system.

Need help on this. Thank you.

There is no choice for the BAC but to apply the law and the rules.

Based on the facts, there is no ground for the BAC to disqualify the bidder. Hence, if the recommendation for award will be at P500.00, then be it. If the bidder unjustifiably refuse to accept the award amount, their bid security shall be forfeited and may be subsequently blacklisted.
