Eligibility Requirements (Financial Documents)

Revised IRR of RA 9184 requires the following bidding document requirement under financial documents:

Financial Documents
vi) The prospective bidder’s audited financial statements, showing, among others, the prospective bidder’s total and current assets and liabilities, stamped “received” by the BIR or its duly accredited and authorized institutions, for the preceding calendar year which should not be earlier than two (2) years from the date of bid submission.

Questions:

1) does the phrase -

"for the preceding calendar year which should not be earlier than two (2) years from the date of bid submission."

means 2 successive years prior to the scheduled submission?

2) Can we require a "comparative financial statements for two years" to have a clear look of their FS for the previous 2 years?

3) Does it mean that a Bidder is only considered "Eligible" if and only if he/she (the company) have already existed or already in business for two years?

Please help me out on this. I really need to be enlightened.
