BAC reso small value procurement for the purchase of banderitas

hello! can someone help me make or how to justify in a reso small value procurement for the pruchase of banderitas....and also, are we allowed to procure materials say GI sheets to be donated to a chapel? I was also tasked to make a reso for it... many thanks! #newbie
