Bidding Documents

Post by dagmars on Mon Dec 14, 2015 10:26 pm

Sir :
We are in the process of evaluating the bid documents submitted by bidders in our project. First, in our Instruction To Bidders the Eligibility requirements as specified was NFCC and Credit Line Certificate. Can we disqualified the bidder who submitted NFCC and Cash Deposit Certificate for non - compliance ? Secondly, In the Bid Security the requirements as advertised in Instruction To Bidder was Cash, Cashier / Manager's Check or Surety Bond. Can we disqualified a bidder who offer a Bid Securing Declaration ?
Hoping for your enlightenment regarding this matters.
Thank you very much ...

WHEREAS, on 27 January 2012, the GPPB issued GPPB Resolution No. 03-2012 dated 27 January 2012, which adopted the use of Bid Securing Declaration (BSD) as a form of Bid Security, in order to enhance competition and bidders’ participation, reduce transactional costs, and promote economy in public procurement.

Please read Sec. 27.2 of the Revised IRR of RA 9184 for Bid Securing Declaration. I hope this can help.
