BAC Chairman Incapacitated

[justify]The Chairman of the BAC was rendered incapacitated and has to retire from Government Service. While the Agency is in the process of selection for the replacement, are there any impediments for the Vice-Chairman to assume as presiding officer with the activities of the BAC until a successor is appointed/designated? Is there a need for a a designation in writing issued to the Vice-Chairman to legally perform the function of the Chairman? Rolling Eyes
