Is there need for Project Steering Committee for Bidding of Design and Build Projects?

According to Annex G, provision no. 6 of RA9184: "The procuring entity may create a Design and Build Committee (DBC) composed of highly technical personnel experienced in the field of architecture, engineering and construction in the particular type of project to be bid. The DBC shall assist the project management office (PMO) in the preparation of the conceptual design and performance specifications and parameters, review of detailed engineering design and supervision of the project. It shall, likewise, assist the Bids and Awards Committee (BAC) and the Technical Working Group (TWG) in the evaluation of technical proposals in accordance with the criteria set in the Bidding Documents."

Our office does not have a PMO. The BAC Chair suggested we establish a Project Steering Committee for the site development and office building plan under design and build scheme.

Question 1: Is it right to establish a Project Steering Committee?
Question 2: Who should be the members of the Project Steering Committee?
