CONTRACT AMOUNT VERSUS ACTUAL EXPENSES INCURRED

Good day!

Would like to inquire if what is the possible actions to made by the procuring entity with regards on this situation.

The BAC awarded the project to a bidder. Lets say the contract amount that the bidder quote is Php1,000,000.00 to execute the requirements 3 meals and 2 snacks with billeting for 2 days to 200 participants. On actual training activity only 180 participants attended the training. My question, is the procuring entity oblige to pay the whole contract amount though the actual expenses incurred is less than the contract that the bidder quoted.

You will make a justification letter of the said lacking participants and must be approved by HOPE.
