5th Edition of PBD

Hi, during our seminar we've learned that a new Philippine Bidding Document should be available today (October 28, 2016) in connection with the 2016 Revised IRR. We've checked the GPPB website but no new PBD, now can we still use the old (4th edition) of PBD for incoming projects (but we are told that we should not)? are we allowed to modify it according to the latest IRR (during our seminar we are told that we are not allowed to touch it except the BDS etc.)? or is there any website that provides the latest PBD?
Given the timelines of the projects, the season/weather we need to schedule our projects ASAP
