Just posting a query in connection with our procurement activity this month.

(a) whether or not a prospective bidder, a sole proprietorship, whose registered company name was recently changed and the owner named therein is a person other than the original owner, is qualified to be a bidder?

(b) whether or not the mere change in the company name and the named owner is a person other than the original owner, could be considered as the creation of a new company thereby making it not qualified for the bidding?

This is in view of the 3 year requirements in the bidding documents that a prospective bidder must be in a business for such period.
