Is is possible to republish an invitation to bid?

Our agency had posted an ITB regarding our Drilling project last January 2015 about 2 years ago already. We postponed it due to the problem with the permit. Since we have already secured the said permit to drill we wish to resume the bidding process. My question will be, is it possible to republish an invitation to bid of the same project reflecting the new schedule of submission and receipt of bids or can we just issue a supplemental bid bulletin? If it's possible, how to republish? Your help is much appreciated especially that it's our agency's first time to administer a bidding activity through philgeps. Thank you!
