Award of Contract for Shopping and Small Value Procurement

Hello everyone!

According to item 3 - h of the Guidelines for Shopping and Small Value Procurement:

"Award of contract shall be made to the lowest quotation (for goods or infrastructure projects) or, after successful negotiations, the highest rated offer (for consulting services) which complies with the specifications and other terms and conditions stated in the RFQ."

However, is this provision applied on an item per item basis or as a whole? That is, can the contract be awarded to several suppliers depending on who quoted the least price per item in the RFQ?

Depends on your instruction to the bidder/supplier. it should be on you RFQ. You can award it per item/lot or as whole. it said it should "complies with the specifications and other terms and conditions stated in the RFQ"
