Amendments to the Revised IRR through GPPB Resolution No. 06-2009

Fellow Procurement Practitioners, the Revised IRR has been amended through GPPB Resolution No. 06-2009 effective immediately. pirat One of which where before, the Act expressedly allowed only those who have purchased the bidding documents to participate in the pre-bid, but under the amendment, the Procuring entity is now given the option to include even those who did not opurchase the bid docs. This is laudable as the BAC will be seen as opening the activity to all and sundry, "Sunshine Policy", ika nga.

The Procuring Entities are also not dictated to this option as there is no consequence between the two. In as much as PEs are concerned, this will still (i think) be inclined to NOT allowing bidders who have not purchased the biding docs to participate the Pre-Bid for the simple reason of generating the much demanded "income" for the BAC's operational expense and honoraria.

There are also a lot of provisions affected which we all have to read again. So fellow forum members, click here to open the said amendments.
