NFCC Computation based on JUly 2017 FS

Good Day!

I would like to ask if we can use the July 2017 audited Financial Statements (FS) in the computation of NFCC. Our lone participating bidder submitted a 2016 and July 2017 FS but their NFCC computation was based on the July 2017 FS. The said bidder just started its operations in 2016 and the value of their on-going projects as of September 2017 is much bigger than the Net Working Capital for 2016. Thus obviously to pass the NFCC criteria, the 2017 July FS was used. Can we consider this? Please enlighten me.
